For your problem, could you please check if you have updated IP database https://prnt.sc/k8al6t ?
FYI, GEOIP uses IP database from https://ipinfo.io/, so you need to set up cronjob for your Magento 2 site (it's required feature for all Magento 2 sites) to Upgrade data from Maxmind https://prnt.sc/k8al6t to make the GEOIP extension work.
